As President and Founder of Collins Development Company, Jeffrey J. Collins has led the successful development of a diverse portfolio of projects spanning luxury residential, healthcare, hospitality, commercial, industrial, infrastructure, mixed-use, and master-planned developments. With more than 30 years of experience in the development and construction industry, Jeff has earned a reputation for delivering complex projects through strategic planning, disciplined execution, and collaborative leadership.
Jeff's hands-on approach is a defining characteristic of Collins Development. He remains actively involved in every phase of each project—from feasibility studies, financial analysis, and site acquisition through entitlements, governmental approvals, design coordination, construction management, and project completion. His ability to navigate complex regulatory environments while balancing the interests of clients, investors, municipalities, and project stakeholders has been instrumental in the company's continued success.
Throughout his career, Jeff has overseen the development of projects ranging from single-building developments to large-scale professional parks, corporate headquarters, healthcare facilities, waterfront destinations, industrial campuses, and luxury residential communities. His comprehensive understanding of both the financial and construction aspects of development enables Collins Development to provide clients with innovative, cost-effective solutions while maintaining the highest standards of quality and service.
Prior to founding Collins Development Company, Jeff served as a Senior Project Manager for The Stiles Corporation, where he gained valuable experience managing major commercial development projects throughout Florida. Today, his leadership, vision, and commitment to excellence continue to guide Collins Development as one of South Florida's most respected development and owner's representative firms.

As Vice President of Collins Development, Matt Ulch brings more than 30 years of experience in construction management, project estimating, and development. A Certified General Contractor (CGC) and LEED Accredited Professional (LEED AP), Matthew has built a distinguished career delivering complex commercial, healthcare, hospitality, mixed-use, and luxury residential projects throughout South Florida.
Prior to joining Collins Development, Matt served as a Senior Cost Estimator and Construction Project Manager for several of South Florida's leading construction firms. His portfolio includes high-profile corporate office projects for Huizenga Holdings, Republic Industries, and Extended Stay America, along with numerous commercial and institutional developments.
Matt leads construction operations from initial feasibility and budgeting through design coordination, estimating, bidding, permitting, and construction administration. His comprehensive understanding of construction methods, cost control, scheduling, and value engineering allows Collins Development to deliver projects efficiently while maintaining the highest standards of quality. His hands-on leadership and technical expertise ensure that each project remains on schedule, on budget, and aligned with the client's vision from concept through completion.

Dawn Cox
VP of Operations
As Vice President of Operations, Dawn Cox oversees the day-to-day operations of Collins Development, ensuring projects, financial management, and administrative functions are executed efficiently and effectively. She plays a key role in maintaining operational excellence across the company's diverse portfolio of residential, commercial, healthcare, and waterfront developments.
Dawn's responsibilities encompass every aspect of project financial administration, including pay application processing, construction loan bank draws, Notice to Owner (NTO) tracking, lien waiver reconciliation, monthly budget reporting, permitting coordination, contract review, invoicing, financial reporting, accounts receivable and payable, payroll, human resources, cash flow analysis, project loan interest calculations, and comprehensive project and property research. She also serves as a primary liaison for clients, consultants, contractors, and lending institutions, ensuring seamless communication and financial accountability throughout every stage of development.
Prior to joining Collins Development, Dawn spent 14 years with Wantman Group, Inc. (WGI), one of Florida's leading engineering, surveying, and environmental consulting firms, where she served as a Senior Accounting Specialist. Her extensive experience in construction accounting, development operations, and financial management provides Collins Development with a strong operational foundation and a commitment to delivering exceptional service to clients and project partners.
